Problems:

There have been barriers to progress, which in some cases have
resulted in slippage against project schedules. It need to retain
some flexibility in delivery methods.

There are conflicting pressures for and against the early adoption of
standards for hardware, development tools, delivery software,
conferencing software, etc.

Standards can reduce costs, staff development needs and product
development times.
